WHILE CAR TRAFFIC ON THE STREET IS ONE WAY WESTBOUND, THESE RENDERINGS FROM THE CITY SO THE PROPOSED CONTRAFLOW BIKE LANE LETTING BICYCLE TRAFFIC HEAD EAST AND WEST. OTHER BIKE WAYS INCREASED BIKE TRAFFIC AND DECREASED CRASHES BUT NOT EVERYONE IS BUYING THAT. WHY IS THIS A GOOD IDEA?>>THIS IS A GREAT IDEA BECAUSE THERE IS A NEED IN CHICAGO FOR MORE BIKE WAYS TO ACCOMMODATE BICYCLISTS OF ALL AGES AND ABILITIES. INCLUDING FAMILIES, SENIORS, AND NEW AND NOVICE RIDERS.>>BUT AT THE SAME TIME, THIS DICKENS IS A ONE-WAY STREET AND NOW YOU ARE GOING TO INTRODUCE TWO-WAY BIKE TRAFFIC. DICKENS IS ALREADY SEEING BIKE RIDERS GOING THE WRONG WAY ANYHOW. RESIDENTS HAVE HAD ISSUES WITH HOW DICKENS HAS BEEN USED. HOW DOES THIS SOLVE THAT?>>WHAT IS IMPORTANT FOR BIKERS AND ALL USERS OF THE STREET TO REALIZE IS VISIBILITY IS INCREASINGLY IMPORTANT FOR THE SAFETY OF ALL USERS. SO WHEN WE TALK ABOUT VISIBILITY IF YOU HAVE A MARKED BIKE LANE GOING IN BOTH DIRECTIONS AND THAT INDICATES TO THE DRIVERS AND PEDESTRIANS THAT BIKERS ARE EXPECTED TO GO BOTH WAYS. THEY ARE ALREADY DOING IT IT MAKES IT SAFER BY ACKNOWLEDGING THEM.>>GARY, WHY IS THIS A BAD IDEA?>>WELL, ONE OF THE MAJOR ISSUES IS THAT THE BIKE GREENWAY GOES THROUGH OZ PARK AND OZ PARK BASICALLY THE PATH, SEPARATES THE TWO SECTIONS OF DICKENS. AND THAT PARK IS A HEAVILY USED PARK AND BY ADDING THE PATH THROUGH THERE, IT WOULD CREATE, WE THINK, A DANGEROUS SITUATION AND CONGESTION. AS IT IS, IT’S TOUGH WALKING THERE SOMETIMES WHEN THERE’S STROLLERS AND RUNNERS. ADDING BIKES IS ANOTHER PROBLEM. AND ON TOP OF THAT, ALTHOUGH WE TALK ABOUT THE BIKE LANES BEING HELPFUL, FRANKLY, THE CITY SEEMS TO BE DOING NOTHING TO PROTECT THE RESIDENTS FROM SCOFFLAWS.>>WHAT DO YOU MEAN?>>A BICYCLE RIDER WHO RIDES THE WRONG WAY DOWN THE STREET IS IGNORING IT. ON MY WAY TO THE LAST MEETING ABOUT THIS, I ALMOST GOT HIT BY A BICYCLE RIDER WHO FAILED TO STOP AT A STOP SIGN.>>STEPHANIE, IF THIS IS SUCH A GOOD IDEA, THE CITY HAS NOT DEMONSTRATED VERY MUCH ITS ENFORCEMENT POWER WITH FOLLOWING THE TRAFFIC LAWS STOPPING AT STOP SIGNS. WHAT ASSURES RESIDENTS THAT THIS WILL GET BETTER?>>I THINK AGAIN, ACKNOWLEDGING THAT CYCLISTS ARE USING THE STREET BECAUSE IT IS A CALMER NEIGHBORHOOD STREET AS OPPOSED TO ARMITAGE A BUSIER STREET AND BUILDING INFRASTRUCTURE THAT WILL SLOW DOWN VEHICLES UNDER 20-MILES-PER-HOUR. AND INCREASING PEDESTRIAN VISIBILITY BY DOING BUMP OUTS AT INTERSECTIONS AND THE MARKED BIKE LANES WILL INCREASE VISIBILITY FOR THE SAFETY OF ALL USERS.>>THERE ARE ALONG THE DICKENS STRETCH SENIOR CITIZEN CENTERS AND THERE IS A SCHOOL. WHAT ADDRESSES OR DOESN’T ADDRESS SOME OF THE NEEDS OF THOSE INSTITUTIONS?>>I THINK THOSE ARE SOME OF THE PEOPLE WHO WILL BE USING THE DICKENS GREENWAY. THERE IS AN INCREASE OF FAMILIES IN THE NEIGHBORHOOD. MORE AND MORE FAMILIES PLAN ON BIKING AROUND THE NEIGHBORHOOD AS THEY GO TO THE PARK TO OZ PARK OR TO THE ZOO WE NEED TO ACKNOWLEDGE THEM AND BUILD AN INFRASTRUCTURE PLAN THAT ACOMPLICATES THE — ACCOMMODATES THE FAMILIES AND THE SENIORS MAKING THEM MORE VISIBLE.>>GARY?>>WELL, BASICALLY IT SEEMS LIKE THEY ARE SAYING BECAUSE PEOPLE ARE BREAKING THE LAW ALREADY LET’S CREATE A LAW SO THEY ARE NOT BREAKING IT ANYMORE. I DO NOT SEE THAT AS A REASONABLE WAY TO HANDLE IT. LET THEM FIRST PROVE THAT THEY CAN OBEY THE LAW. BUT ON TOP OF THAT, MOST OF THE RESIDENTS WHO LIVE AT LEAST IN LINCOLN CENTRAL WHICH IS ENCOMPASSES OZ PARK ARE OPPOSED TO IT BECAUSE THEY KNOW HOW HEAVILY USED THAT PARK IS. AND WE DON’T WANT TO BRING ADDITIONAL TRAFFIC TO A PARK THAT IS ALREADY THE MOST HEAVILY USED PARK IN LINCOLN PARK OTHER THAN THE MAIN PARK.>>ISN’T PART OF THAT PEOPLE DON’T WANT CHANGE AND CHANGE IS COMING AND MORE PEOPLE ARE BIKING?>>THERE’S — THAT’S NOT THE ISSUE. I MEAN, TO BE BLUNT MY YOUNGER SON AND DAUGHTER-IN-LAW WHO LIVE HERE IN CHICAGO ARE AVID BIKERS. I DON’T HAVE AN OBJECTION TO BIKING. I DO HAVE AN OBJECTION TO TAKING WHAT IS NOW A QUIET STREET AND WHAT IS A SAFE STREET AND A SAFE PARK AND TURNING IT INTO A BIKE WAY THAT INCREASES THE TRAFFIC.>>AND THERE IS THAT ARGUMENT FROM SOME RESIDENTS THAT DICK KENS IS A QUIET STREET AND IT IS A PLACID AREA. WOULDN’T THIS DISRUPT IT?>>IT’S BEEN MY EXPERIENCE I’VE TALKED TO HUNDREDS OF NEIGHBORS AND 300 SIGNATURES IN SUPPORT OF THE DICKENS GREENWAY THAT PEOPLE ARE IN FAVOR OF THIS AND PEOPLE WILL USE THIS BIKEWAY. AGAIN, THE PARK, OZ PARK IT IS A GREAT ASSET TO OUR NEIGHBORHOOD. AND I THINK PEOPLE WANT TO CONTINUE TO UTILIZE OZ PARK TO GO TO WITH OUR FAMILIES AND RIDE AROUND THEIR BIKES WITH THEIR FAMILIES.>>SO AS WE DISCUSS THIS HERE, WHY SHOULD ANYONE IN THE REST OF THE CITY CARE ABOUT THIS ISSUE OR NOT IN THE CITY? IS THERE SOME SIGNIFICANCE TO THIS DISCUSSION ABOVE AND BEYOND JUST THIS NEIGHBORHOOD?>>I WOULD AGREE WITH THAT. I MEAN THERE ARE CERTAINLY AN ATTEMPT TO EXPAND GREENWAYS AND MAYBE IN SOMEPLACES THEY ARE A BETTER IDEA. BUT WE DON’T BELIEVE IN THE PEOPLE OF LINCOLN CENTRAL WHO ARE 61% AGAINST THIS PROGRAM THINK THIS IS THE RIGHT PLACE FOR IT.>>AND STATE STEPHANIE WHY WILLE NOT DIRECTLY AFFECTED CARE?>>IT IS A GREAT INITIATIVE FOR A CITY TO TAKE ON. AS WE LOOK TO BECOMING MORE GLOBAL WELCOMING CITY, AGAIN CREATING BIKE WAYS THAT ARE SAFER FOR PEOPLE OF ALL AGES AND ABILITIES THAT IS ONLY GOING TO CREATE A SAFER ENVIRONMENT FOR PEOPLE TO GET OUT OF THEIR CARS AND ON TO BIKING THROUGHOUT THE CITY AND THAT IS A GREAT THING.>>YOU SEE IT AS A TEMPLATE FOR FURTHER GROWTH?>>I WOULD LOVE IF THERE WAS MORE BIKE WAYS.>>DOES IT BECOME A TRUISM THAT BICYCLISTS HATE MOTORISTS AND MOTORISTS HATE BICYCLISTS?>>I DON’T KNOW IF THAT IS THE ISSUE EXCEPT WHAT I SAID EARLIER ABOUT CYCLISTS NOT OBEYING THE LAWS AND THAT IS ONE OF THE REASONS THAT — I’M NOT SAYING ALL.>>ALL CAR DRIVERS DO NOT OBEY THE LAWS.>>THEY DON’T AND THAT IS ANOTHER PROBLEM BUT IT’S DIFFICULT TO ENFORCE A BICYCLIST BREAKING THE LAW BECAUSE THERE IS NO LICENSE PLATE. YOU DON’T KNOW WHO THEY ARE. THEY CAN RIDE AWAY AND GO DOWN THE ALLEY. THE TWO VICES DOMINATED THE DISCUSSION AT TODAY’S CITY COUNCIL MEETING WHICH FEATURED A TESTY EXCHANGE BETWEEN THE MAYOR AND OPPOSING ALDERMAN. PARIS SCHUTZ WAS THERE AND HERE WITH THE LATEST.>>THE MESSAGE FROM TODAY’S CITY COUNCIL MEETING IS VAPING IS ON THE OUTS AND MARIJUANA USE IS ON THE RISE. FIRST ON POT, SOME ALDERMEN ARE PUSHING BACK AGAINST MAYOR LIGHTFOOT’S PROPOSAL PO BAN POT SALES IN THE CENTRAL BUSINESS DISTRICT. THE SO-CALLED EXCLUSION ZONE WOULD BE BORDERED BY THE CHICAGO RIVER TO THE WEST LOOP AND LASALLE STREET TO WEST RIVER NORTH. IDA B. WELLS AND OAK STREET TO THE NORTH. THE CENTRAL BUSINESS DISTRICT. DOWNTOWN ALDERMEN BRENDAN REILLY AND COLLEAGUES BALKED SAYING THE CITY NEEDS REVENUE AND DOWNTOWN TOURIST AREAS PROVIDE THE LARGEST POT.>>WE DON’T NEED DISPENSARIES ON THE MAG MILE OR STATE STREET BUT I THINK THERE’S ROOM FOR LICENSES IN PARTS OF THE CENTRAL BUSINESS DISTRICT THAT DOESN’T INTERFERE WITH RESIDENTS AND DOESN’T CONFLICT WITH SCHOOLS. MY HOPE IS WE CAN HAVE A DIALOGUE AND TRY AND WORK SOMETHING OUT IN THE NEXT SEVERAL WEEKS.>>WE ARE TALKING ABOUT RAISING REVENUE I WOULD DOUBLE THE FEE OR LICENSES IN THE CENTRAL BUSINESS DISTRICT AS OPPOSED TO ELIMINATING IT.>>LIGHTFOOT INTRODUCED THE ORDINANCE AND ESTABLISHES SEVEN CANNABIS ZONES WHICH WILL HAVE A LIMIT ON PERMITS FOR DISPENSARIES. SHE SAYS SHE DOESN’T BELIEVE THERE’S GOING TO BE THAT MUCH REVENUE FROM DOWNTOWN POT STORES. SHE DOES NOT APPEAR TO BE ALTERING HER PROPOSAL YET.>>WE WOULD LIKE TO SEE THE OPPORTUNITIES FOR ECONOMIC DEVELOPMENT SPREAD THROUGHOUT. AND AS YOU ALSO KNOW OUR AREA ALONG THE MAG MILE AND PARKS, IS INCREDIBLY IMPORTANT TO OUR HOTEL AND TOURISM BUSINESS. WE WANT TO MAKE SURE THAT THOSE STAY FAMILY FRIENDLY, LOCATIONS. BUT THE MAP PROVIDES PLENTY OF AREAS IN RIVER NORTH, THE WEST LOOP AND THE SOUTH LOOP.>>AND REPRESENTATIVE OF A LARGE MEDICAL CANNABIS COMPANY THAT WILL BE VYING FOR LEGAL BUSINESS SAYS HE BELIEVES IT IS A MISTAKE AND THAT DOWNTOWN IS TAILOR MADE FOR THE BUSINESS.>>IT’S UNDERSTANDABLE THAT THERE MIGHT BE AREAS, BUT PUTTING DISPENSARIES WHERE PEOPLE LIVE AND WORK WHERE THEY STAY WHEN THEY VISIT IS IMPORTANT. WE WANT PEOPLE TO HAVE ACCESS AND THE STIGMA ASSOCIATED WITH CANNABIS SHOULD NOT PREVENT THAT FROM HAPPENING.>>AND IT ESTABLISHES A BUFFER NO STORES CAN OPEN OF WITHIN 500 FEET OF A SCHOOL AND NO STORES IN RESIDENTIALLY ZONED AREAS. AND TO GET A PERMIT IT HAS TO GO BEFORE THE ZONING BOARD OF APPEALS AN AGENCY OF FOUR BOARD MEMBERS APPOINTED BY THE MAYOR AND THEY WILL HAVE THE FINAL SAY AND SOME ALDERMEN ARE SAYING THIS MIGHT BE A GOOD INSTANCE TO USE ALDERMANIC PREROGATIVE.>>AND PARIS YOU SAID THAT MARIJUANA IS IN AND VAPING IS OUT AND COUNCIL IS TAKING STEPS TO RESTRICT VAPING?>>ONE ALDERMAN, RAYMOND LOPEZ, INTRODUCED AN ORDINANCE THAT WOULD BAN SALES OF ANY VAPE PRODUCTS OUT RIGHT IN THE CITY. MORE THAN HALF OF HIS COLLEAGUES HAVE SIGNED ON IN SUPPORT. AND HE SAYS BECAUSE OF THE CURRENT NATIONAL HEALTH SCARE SURROUNDING THIS PRODUCT IT’S TIME TO TAKE SEVERE ACTION.>>NO EXCEPTIONS. A COMPLETE BAN ON E-CIGARETTES AND VAPING AN ACCESSORIES. IN AN INDUSTRY WHEN THERE’S SO MANY OPTION IT IS NOT ABOUT STOPPING THE USE OF THE PRODUCT THEY ARE TRYING TO ENCOURAGE GREATER USE WE MUST DO A TOTAL BAN IN CHICAGO. NO RETAIL SALES NO GIVING THEM AWAY NO NOTHING. OR RISK A $5,000 FINE.>>AND MAYOR LIGHTFOOT CALLED FOR SORT OF A LESS STRICT POLICY OF BANNING FLAVORED VAPES BECAUSE SHE SAYS THOSE ARE MARKETED TOWARD TEENS. NONE OF THOSE FLAVORED VAPES. BUT THE ISSUE DID CAUSE A DUST UP AT CITY COUNCIL WHERE RAYMOND LOPEZ STOOD UP AND TRIED TO INTO MAYOR LIGHTFOOT A CURVEBALL ASKING HER AND THE COUPLE TO THROW OUT THE NORMAL ORDERS OF PROCEDURE AND VOTE ON HIS ORDINANCE RIGHT AWAY EVEN THOUGH HE HAD JUST INTRODUCED IT. THE MAYOR WAS NOT BUYING IT.>>RULES REQUIRE THAT ANY REPORT ON AN ORDINANCE COME FROM A COMMITTEE UNLESS THERE’S BEEN A PROPERLY NOTICED MOTION TO DISCHARGE AND THERE IS NO SUCH MOTION WITH RESPECT TO YOUR ORDINANCE. I AM RULING YOUR MOTION OUT OF ORDER.>>I APPEAL THE DECISION TO THE BODY THEN BECAUSE I BELIEVE THAT AS WE’VE DONE SO OFTEN WITH RESOLUTIONS AND EVERYTHING ELSE, FOR A TEMPORARY SUSPENSION OF OUR RULES WE CAN PROCEED AND I ASK THE BODY TO HAVE WEIGHT ON THAT.>>AS YOU ARE AWARE THIS IS NOT THE SAME AS A RESOLUTION. SO MAYOR LIGHTFOOT ASKED TO RESPOND TO THE DUST UP SHE BELIEVES ALDERMAN LOPEZ WAS PULLING A POLITICAL STUNT. AND AMANDA VINICKY NOW WILL HAVE A LITTLE BIT MORE ON SOME OF THE SUBSTANTIVE PIECES OF LEGISLATION THAT PASSED CITY COUNCIL TODAY.>>PARIS, THANK YOU.>>GOOD NEWS FOR ANYONE WHO HAS ACCUMULATED PARKING TICKETS. CHICAGO IS REDUCING SOME FINES AND FEES. BUT MAYOR LIGHTFOOT PROMISES IT WILL BE MADE PUBLIC QUOTE SOON. A JUST APPROVED ORDINANCE ALLOWS THE CITY’S ATTORNEYS TO RELEASE INSPECTOR GENERAL REPORTS WHEN THERE IS A FINDING OF WRONGDOING THAT INVOLVES A DEATH OR FELONY OF A COMPELLING PUBLIC INTEREST. THE MAYOR SAYS HER OFFICE IS WORKING TO GET RELEVANT DOCUMENTS READY FOR PUBLIC RELEASE.>>>MAYOR LIGHTFOOT’S PUTTING THE BRAKES ON A POLITICAL RIVAL’S PLAN TO REDUCE TRAIN FARES FOR COMMUTERS WHO LIVE ON THE SOUTH SIDE. ALMOST IMMEDIATELY THE EVENT WAS MARKED BY S.N.A.F.U.S. CHICAGOANS GREETED THE GAMES WITH LACK OF INTEREST AND THERE WAS A MURDER WHICH WE’LL TALK ABOUT LATER. THE PAN AM GAMES EXIST TODAY. THEY ARE SIMILAR TO THE OLYMPICS EXCEPT ONLY ATHLETES FROM THE AMERICAS COMPETE. SOUTH AMERICA, CENTRAL AMERICA, NORTH AMERICA. IN CHICAGO THE OPENING AND CLOSING CEREMONIES IN 1959 WERE AT SOLDIER FIELD AND COMPETITIONS TOOK PLACE ALL OVER THE CITY AND SUBURBS AND IN SOMEPLACES WHERE YOU CAN SEE THE VENUES THEY STILL EXIST.>>THE PAN AM GAMES ARE MASSIVELY POPULAR IN LATIN AMERICA BUT FLY UNDER THE RADAR IN THE U.S.?>>THAT IS TRUE. THIS INDIFFERENCE WAS PALPABLE IN 1959 WHEN CHICAGO BECAME THE FIRST U.S. HISTORY TO HOST THE GAMES. WE WEREN’T SUPPOSED TO HOST THE GAMES IN CHICAGO. THEY WERE SUPPOSED TO BE IN CLEVELAND. BUT THAT CITY PASSED ON THE GAMES BECAUSE OF A HIGH PRICE TAG. SO THE SWITCH UPSET THE TONE FOR THE GAMES IN CHICAGO. “SPORTS ILLUSTRATED” WROTE FROM DAY ONE QUOTE IT WAS APPARENT THIS WOULD BE ONE OF THE WORST ATTENDED ATHLETIC SPECTACLES OF ALL TIME. THE ASSESSMENT WAS OVEREXAGGERATED BUT IF YOU LOOK THIS IS THE OPENING CEREMONIES YOU CAN SEE THERE WERE QUITE A FEW EMPTY SEATS THERE. AND THE EVENT WAS SIMILAR TO THE OLYMPIC OPENING CEREMONY. AND THE GYMNASTICS EVENTS WERE HELD AT NAVY PIER WHICH AT THE TIME WAS USED AS THE CHICAGO CAMPUS OF THE UNIVERSITY OF ILLINOIS IN THE FREIGHT SHEDS AND WE HAVE A CLIP WHAT THOSE LOOKED LIKE. LET’S TAKE A LOOK.>>THE CHICAGO PAN AMERICAN GAMES ARE WRITTEN INTO SPORTS HISTORY AND AMONG THE THRILLS PROVIDED IS THE GYMNAST COMPETITION. HOW MANY OF US WOULD LIKE TO GIVE THIS A WHIRL?
